As Japanese public opinion turns resolutely against summer Olympics, will Tokyo cancel?

Paul O'Shea has published an article in the Conversation on the topic of the upcoming Olympic Games. Should Japan cancel the games - can Japan cancel them? Although public opinion is overwhelming against them, there are other issues at stake: international prestige, contract law, geopolitics, and of course: money.
