Information and Communication Technologies (ICT) for Development: Patterns and Possibilties for Media Empowerment among Migrant Workers in Asia
09.15-12.00 “Mobiles, Migrants, and Social Movements: China and Asia” Open lecture with Jack Linchuan Qiu, Chinese University, Hong Kong Abstract: Mobile phones have become almost ubiquitous among Chinese domestic migrant workers and international migrants in most Asian countries. What does this mean for migrant workers, especially their social life
that may serve as the basis for new formations of solidarity, wirelessly and face-to-face? How do labor NGOs and grassroots networks of migrants make use of mobile phones in their daily operation, cultural expression, and the organization of social movements? This talk shall address these questions in the context of China and selected Asian countries. Jack Linchuan Qiu is an Associate Professor at the School of Journalism and Communication, Chinese University, Hong Kong. His research focuses on information and communication technologies (ICTs) in the context of China. Major publications are Working-Class Network Society: Communication Technology and the Information Have-Less in Urban China, MA: The MIT Press (2009); New Media Events Research 《新媒體事件研究》, (co-editor with Joseph Man Chan), Beijing: Renmin University Press (2011); and Mobile Communication and Society: A Global Perspective (co-editor with Manuel Castells, Mireia Fernandez-ardevol, and Araba Sey), Cambridge, MA: The MIT Press, (2006).

Employing participatory action research during three years of fieldwork, the author discusses the origin, process, characters, and nature of workers’ culture and media. Bu Wei is an Associate Professor at the Institute of Journalism and Communication and director of the Research Center for Children and Media, Chinese Academy of Social Sciences, Beijing. Bu Wei is the author or editor of eight books and over 200 papers and research reports. She mainly does research on Communication/ICT for Development, children/youth’s use of media/ICTs and their sub-culture, feminist media studies, media literacy education, NGOs and communication activism, and communication research methodology. She has worked for UNICEF, UNAIDS, UNDP, UNIFEM as a consultant on communication, child protection, gender and HIV/AIDS, human trafficking, violence against women and children, and girl’s Development. In 2007, she initiated the research project “Migrant workers, Communication, and Empowerment”. Bu Wei is also active as consultant or volunteer in several NGOs such as The Migrant Workers Home, the Network against Domestic Violence and the Media Watch.
